The STAND RISI Partnership, formed by the South West Regional Authority is one of 22 Regional Partnerships participating under the European Union's Regional Information Society Initiative. The STAND Programme is funded by D.G. V, under article 6 of the European Social Fund.

The partnership is comprised of many of the State, Local and Regional Agencies in the region together with the Social Partners and representatives of the private sector.

The Stand RISI Initiative will involve various pilot projects and demonstrations in regard to the effectiveness of the new technologies.Workgroups have been establised to operate the programme.

The progarmme, places a strong emphasis on reaching out to people who would otherwise be marginalised,by physical location, family circumstances or physical disability. The programme will adopt a strategic plan for the development of the Information Society in the South West Region.
